The Notice of Intent starts the scoping process, which is the period in which we begin to define the range of issues and possible alternatives to be addressed in the Environmental Impact Statement (EIS). A series of opportunities for formal public comment on these issues and possible alternatives to be addressed in the EIS is available as follows:

Public and Agency Scoping


The public scoping comment period began on December 18, 2018. Two scoping meetings were held on Tuesday, January 29, 2019: An agency Scoping meeting occurred from 1 p.m. to 2 p.m. and a Public Scoping Workshop from 6 p.m. to 8 p.m. Download the presentation boards available at the two meetings here. The Scoping comment period ended on March 1, 2019. Thank you to all who submitted written comments to the FAA. Draft Environmental Impact Statement


The Draft EIS was published in the Federal Register on Friday, August 21, 2020. To see an electronic copy of the Draft EIS click here. The comment period for the Draft EIS started on August 21, 2020 and ended at 5 p.m. Pacific Daylight Time (PDT) on October 27, 2020. All comments must have been received by 5 p.m. on October 27, 2020 to be considered in the Final EIS. Thank you to all who submitted written comments to the FAA.

Virtual Public Workshop / Virtual Public Hearing


The virtual public workshops were held from 1 p.m. to 3 p.m. and 6 p.m. to 8 p.m. Pacific Daylight Time (PDT) on Wednesday, September 23, 2020 and the virtual public hearing was held from 6 p.m. to 9 p.m. PDT on Thursday, September 24, 2020. At the workshops, the FAA provided a recorded presentation about the project, the alternatives, and an overview of the impacts of the project. Following the presentation, the FAA responded to questions from the public regarding the project. At the virtual public hearing on September 24, 2020, members of the public provided oral comments on the Draft EIS.
